Pakistan, Qatar Issue Joint Statement on US-Iran Talks in Switzerland
ISLAMABAD: In a major diplomatic breakthrough, Pakistan and Qatar have issued a joint declaration announcing the successful conclusion of the first high-level committee meeting between the United States and Iran, held under the framework of the "Islamabad Memorandum of Understanding (MoU)."
The high-stakes, high-level talks took place in a positive and constructive atmosphere at the Bürgenstock Resort near Lake Lucerne, Switzerland. The session brought together representatives from Iran, the United States, and the co-mediators, Pakistan and Qatar.
According to the Foreign Office Spokesperson, encouraging progress was made during this opening round, which included establishing a clear mechanism for upcoming technical negotiations.
Institutionalizing the Peace Process
Under the umbrella of the Islamabad MoU, the parties agreed to formally establish a High-Level Committee to provide political oversight for the entire mediation process. Chief negotiators from both sides will report regularly to this committee.
Furthermore, these chief negotiators will lead specialized working groups tasked with tackling the core issues of the dispute, which include:
Nuclear affairs
Sanctions relief
Monitoring and verification mechanisms
Dispute resolution
The negotiators will also be responsible for ensuring the effective implementation of the MoU and managing other interrelated matters.
A 60-Day Roadmap to a Final Accord
A key outcome of the Lake Lucerne Summit is the adoption of a structured roadmap aimed at reaching a final, definitive agreement within 60 days. This timeline sets the stage for the immediate launch of further technical-level talks.
To prevent misunderstandings and mitigate the risk of any untoward incidents, the parties have established a direct communication link for the duration specified in Paragraph 5 of the MoU. A primary objective of this communication channel is to guarantee the safe and unhindered passage of commercial vessels through the strategic Strait of Hormuz.
Lebanon De-confliction Mechanism
In a significant regional development, the United States and Iran—facilitated by Pakistan and Qatar—have agreed to set up a dedicated "De-confliction Cell" concerning Lebanon.
The primary mandate of this cell is to ensure full compliance with the cessation of military operations in Lebanon, strictly in accordance with the provisions of the Islamabad MoU.
Ongoing Diplomatic Momentum
Technical negotiations on all agenda items are scheduled to continue through the remainder of the week at the Bürgenstock Resort. As mediators, Pakistan and Qatar reaffirmed their unwavering commitment to sustain the constructive momentum and steer the process toward a final settlement.
Concluding the joint statement, Pakistan and Qatar expressed their deep appreciation and gratitude to both the United States and Iran for their commitment to diplomacy and a peaceful resolution. The mediator nations also extended their thanks to partner and brotherly countries for their continuous support and invaluable cooperation throughout the ongoing dialogue.
