ISTANBUL — In a major stride toward transforming its power infrastructure, the Government of Pakistan's Ministry of Energy (Power Division) has officially signed three landmark Memorandums of Understanding (MoUs) with key energy institutions of Türkiye. The historic agreements were formalized during high-level bilateral consultations held in Istanbul, aimed at fostering deep institutional cooperation, technical synergy, and a robust exchange of knowledge between the two brotherly nations.

The strategic partnerships establish a structured framework for long-term collaboration, specifically focusing on electricity market development, technical modernization, and capacity building. According to official sources, the core objective of these agreements is to strengthen institutional capabilities and introduce advanced digitalization to Pakistan's distribution and transmission networks.

Key Institutional Alignments

The bilateral agreements establish direct operational bridges between Pakistani energy entities and their Turkish counterparts. The specific MoUs signed include:

 ISMO and EPIAŞ (Energy Exchange Istanbul) — focusing on power market development and ancillary services regulations.

 ISMO and TEİAŞ (Turkish Electricity Transmission Corporation) — focusing on power system operations and advanced transmission planning.

 PPMC and TEDAŞ (Turkish Electricity Distribution Corporation) — focusing on distribution sector management and comprehensive digitalization.

Reforms and Technical Modernization

A key highlight of the newly inked agreements is the joint focus on post-privatization governance frameworks. As Pakistan navigates the restructuring of its state-owned utilities, it aims to heavily leverage Turkish expertise in managing privatized energy assets. The scope of cooperation also spans the regulation of ancillary services, which are critical for maintaining grid stability, and the integration of smart digital technologies to curb distribution losses.

Furthermore, both sides have mutually agreed on enhancing power system operations and long-term transmission planning to handle increasing load demands. This will be facilitated through extensive joint technical initiatives, specialized training programs, targeted study tours, and collaborative energy projects executed by experts from both countries.

Minister Hails Strategic Breakthrough

Federal Minister for Energy Awais Leghari warmly welcomed the signing of the MoUs, terming them a vital milestone in the Pakistan-Türkiye Energy Dialogue. He emphasized that strengthening institutional partnerships is paramount to reviving Pakistan's energy sector and ensuring reliable power delivery across the country.

"Pakistan will actively learn from Türkiye's highly successful power market reforms," Minister Leghari stated. "The Turkish experience in transmission system development and distribution sector modernization offers invaluable lessons for our own ongoing reforms. This collaboration will directly result in tangible improvements in operational efficiency, public service delivery, and overall sector governance by allowing a seamless exchange of practical knowledge and operational expertise."

The Turkish delegation reiterated its unwavering commitment to supporting Pakistan's long-term energy goals, highlighting that the MoUs pave a concrete pathway for sustained technical cooperation.
